RTX 3080 Ti, no resistance on 1.8V rail, but everything else checks out. is the card dead?

hello,

firsts off, i'm long time fan and follower of the channel.

 

i have a gigajunk 3080ti vision that died while playing diablo. i took it apart just to see if i can find any issues. the fuses are all good. the resistance on the 12v, 3.3v lines, memory inductors, core inductors, pex and everywhere looks fine, same as they would be on a working card of the same model. the only problem i could find is the 1.8V line. when i probe the 1.8V inductor, i get an open line. it should be something like 500 ohm. 

my understanding is that the 1.8V line is generated by the GPU core using the 12V input from the PSU. does this mean this GPU is dead? i have no intention of trying to fix it myself, just wondering if it's worth the money and time to roll the dice on a professional repair attempt
