HP OMEN 17" 2021 , 17-an037ng model

Dear technicians,

I have in my possession a salvaged HP Omen 17" 2021 version with the gtx 1070 ( 8GB GPU ). My issue is that every time I try to turn it on, the power LED alone blinks in white 3 times, which for HP is the code for RAM failure.
So far I have checked and done the following (will attach photos as well):
Cleaned board with contact cleaner and IPA.
Measured all the grey coils on the motherboard. (see attached photos for measurement values)
Checked both sides of the motherboard for melted/blown components, but no luck there.
The measured voltage on the power supply, measured power on the board between power line from power supply to CPU, to GPU, and found no disruptions.
Checked every RAM slot PIN for possible movement with no luck they are all sturdy as heck.
Tried a known good RAM module with the same blink code as a result.
Has anyone got any suggestions on what could be the issue?

You'll need to inspect under a thermal camera and see if anything is trying to power on. Very likely PCH or CPU fault.
