My laptops motherboard has 2 blown capacitors which are connected to the Vin of the ic MP 86943 and ground the laptop charges and powers on and run normally can it be fixed by changing the capacitors assuming the ic is fine

You said the laptop is already working. If you meant replacing the caps, yes why not. As long as both ends of the caps are not shorting to ground. The layer looks cooked. Be carful scrapping or grinding to make new pads. You may end up with a short. My advise is, if it's not broken don't fix it. Leave it as is.
@alex thanks bro i checked with a multimeter and the caps are fried its not shorted and the ground pad is not damaged. So the removal process is a bit tough should i keep it as it is and run it normally ? I dont have an expert micro soldering technician in my area and dont really trust some of the shops near my area (i live in Bangladesh btw) cause they can cause alot more damage cause that area is looking very heat sensitive too me and the replacement motherboard cost more than 1k usd and shipping and customs charge it will go upto 1.6k - 1.8k usd that i cannot effort.
