Is there any history what happend before it stopped working?
Erm... that one is from the "hot cooking CPU age", everything from Pentium 4 to Core 2 Series, yeesh, also the capacitor plaque is possible, also make sure you're using a VERY known good power supply and same for the RAM, I'll go as far as using De-Ox-It on all connections as well, make sure there isn't debris in and on connectors - be careful around that CPU socket; make sure none of its spring contacts are bent, a tweezers or fine blade will have to be carefully used to re-align them so that they are all the same, power and reset buttons can get internally crusty and cause it to do weird things so power it on - tweezers, blade, screw driver - with nothing else attached from the front panel
I'd put an ESR meter to the capacitors and replace any with a high ESR (observe the Voltage of the capacitors as 50+V can generally have high ESR regardless)
At worst the BIOS might need a re-flash (looks like it would have to be de-soldered)
