You need to try and eliminate possibilities.

possibilities:

1. faulty ram

2. incompatible ram

3. corrupt bios.

4. old bios.

5. faulty ram socket

6. faulty motherboard

Things to try.

known working ram.

alternative ram socket.

single stick of ram

ram in known working computer.

The list already posted is quite comprehensive.  Add to the list a check to be sure that the laptop can support the total amount of memory of both the existing and new.  For example, some older laptops were limited to supporting 16Gb usually in the form of 2 8GB modules or a single 16Gb one.  If there was an 8GB already installed, the adding of a 16Gb module would cause a similar issue as you describeor wouldn't boot at all.  Check this as well.
