This one has me puzzled, getting 20v 0 amp on one USB but 5v 0 amp on other, won't charge or turn on power light just blinks when you hit the power button,

No shorts around USB controller chips or power ic, but I do get a few caps short to ground near the graphics chip, (not sure if these are low resistance though as I can't find a schematic for this board,)

Weird thing is if I heat the board in this area ( around graphics chip and the large resistor above it) while the board is hot I get 20v on both USB ports and a solid power light, soon as it cools down it goes back into 20v 1 port 5v other port and it power cycles,

Ant advice please?
