Dell Inspiron 3593 - Short caused by MEC1418

The laptop has no power or indicator lights. The client says the keyboard stopped working so they opened up the laptop to see if something was disconnected. After that, it never powered on (according to them). There are a few caps that are shorted. Injected 1v and the only thing getting hot is the MEC1418 which is a keyboard/embedded controller. After looking at the chip there is a discolored area in the middle of it. These chips are available online but is this a simple swap? Or does this chip require reprogramming? Thanks
