55 INCH JVC AndriodTV won't turn on

Hello Gentlemen,

This is my first time posting here. I'm a Nicaraguan Civil Engineer with some very basic knowledge of electronics and very basic tools. 

I have a JVC TV that wont turn on anymore after a thunderstorm last night that knocked off all the lights in the house. This morning I found that my XVR from my camera system does not turn on either (I suspect a fuse but need to check) the TV has the blue standby light on the physical power button but it does not turn on when pressed or when done with the remote.

I went through the power board that has throughhole components mostly and did not find any problem (detectable by an untrained eye anyway). There is a fuse that is continous, the powercord is delivering 120v AC to the board and it seems to be outputting the 12 v DC on the other side onto the other components.

When I plug the TV, as I said, there is the stanby light but nothing else happens. Now, when I PRESS the power button, I can VERY Faintly hear some cyclical rattling sorft of concrete scraping noice from the Input/Output board where you plug in HDMI cables and what not. Maybe the XVR sent wrong voltage through the HDMI cable or could be an independent fault.

Anyway, the sound is cyclical and regular, like the board turns on and off in set intervals. When I press the power button again (which would turn the tv off) the sound does NOT stop, it only does it when I unplug the powercord. 

I dont know if this sound is normal but maybe its an indication of components that are causing the board to shut down.
