I think it may be a bipolar transistor but cant find any cross referenced part number

What reference code are you referring to? Are you talking schematic diagram stating U3 position, as you haven't told us what board this is.
If you are meaning marking on the actual component then you'll find they match.
@matrs Sorry for my confusion. Yes, I meant what did you use to reference the 66 2S on the chip? Ive been looking all over the web trying to figure it out. Is there a code look up book or website?
You need to work out the package size and type then you can narrow down your search results. You just have to remember not all markings on the component are part number related, some will be batch number/year of manufacture etc.. once you break it up into lines as printed on the component along with the package type you'll be able to find the results you want.
There are plenty of websites to look through, alldatasheet.net being one of the many.
