1. Try Booting from Bat only withe no power connected

2. Try Removing HDD and see if it boots to Bios

3. Plugged in power

4 . Looks for heat spots on thermal Cam

I poked around and nothing stood out except on one of the CPU power rails I read around 12 volts, the other three are around 1 volt, the resistance on all of them is about 5 ohms. Is my CPU cooked or is there still a chance? If so what should I do next?
